To create a garden plan according to the rules of this art, use a bagua (or pakua) Feng Shui, like the one you can find on the Feng Shui Tao blog. The bagua is like a kind of octagonal map, dividing any space into eight areas, each responsible for a domain of life, an element, and a color.
